CONSERVATION COMMISSION

MINUTES

Members Present: Matt Kennedy, Robert Lowell, Michael Krikonis, and Ken Strom.

Members Absent: Anthony Costello, Michael Scott

Staff Present: Pam Harding, Teresa McIntyre

Others:  Jay Finlay, Len Gengel, Staci and Lauren Robichaud.

The meeting began at 7:05 PM

NOTICE OF INTENT – 70 Vista Circle – J. Finlay, representing the applicant, presented his proposal for building a single family resident within the 100’ buffer zone.  The Commission questioned him regarding storm water management issues.

With no further questions from the Commission, the floor was opened to the public. No questions or comments were offered.

R. Lowell made a motion to close the hearing.  K. Strom seconded the motion. All were in favor.

R. Lowell then made a motion to issue a standard Order of Conditions.  K. Strom seconded the motion. Vote was 4-0, in favor.

CERTIFICATE OF COMPLIANCE – 28 Ottoson Way – R. Lowell and P. Harding completed the site walk and found no issues that would prevent the issuance of a Certificate of Compliance. With no questions or comments from the Commission, the floor was opened to the public.  No questions or comments were offered.

K. Strom then made a motion to issue a Certificate of Compliance.  M. Krikonis seconded the motion.  Vote was 4-0, in favor.

DOG PARK – Trout Brook Reservation – P. Harding informed the Commission that the Board of Selectmen would like to create a dog park in the field area in Trout Brook Reservation.  The Commission stated that since the sight is a Designated Landing Zone, the Department of Public Safety needed to be notified before any recommendation could be made. R. Lowell voiced his concerns regarding animal waste and the close proximity to the brook that runs along side the suggested site.  Likewise, K. Strom was concerned about the concentration of nitrogen levels in the soil. The Commission felt that more details were needed regarding safety and environmental management.  P. Harding will send a letter requesting additional information.

APPROVAL OF MINUTES – Vote could not be taken due to a lack of quorum.  Vote will be taken again at next meeting.

WACHUSETT WOODS – P. Harding informed the Commission that there were some erosion issues between Holden Storage and the Wachusett Woods subdivision.  Some sandy runoff found its way into the bordering wetland.  A plunge pool is going to be constructed to alleviate this issue in the future.

TOWN FOREST – P. Harding informed the Commission that tree cutting would start in approximately 2 weeks. All markers are in place.

K. Strom made a motion to adjourn.  R. Lowell seconded the motion. Vote was 4-0, all in favor.

The meeting adjourned at 7:35 PM.

The next meeting is scheduled October 6, 2010.
